Environmental Services

Since 1987, our Environmental Services Group has provided a wide range of services for government entities, military installations, industrial clients, and businesses throughout the southwest. Our technical staff has the appropriate training, certifications, and registrations necessary to work on virtually any type of site or facility.

EEC has conducted more than 2,000 Phase I and II Environmental Site Assessments (ESAs) for properties ranging from large industrial and commercial sites to small office buildings and vacant land scheduled for development, and we are fully equipped to determine suitable, cost-effective remedial solutions if needed.

EEC has completed several hundred soil and groundwater investigations for potential contaminations, provided assessments for underground storage tanks, and crafted comprehensive approaches to water and watershed resource management.

EEC asbestos building inspectors, management planners, lead-based paint inspectors, and risk assessors are available on short notice for quick report turnaround. We have completed hundreds of inspections for asbestos-containing materials and lead-based paint in structures ranging from small sheds to large high-rise structures. EEC uses an X-ray Fluorescence (XRF) analyzer for lead-based paint surveys. This instrument can produce hundreds of readings per day, providing instantaneous information with no marks as opposed to the “scrape and analyze” protocol which leaves blemishes, is several days slower, and is more costly per sample.

EEC provides services needed to decommission and decontaminate existing facilities and industrial equipment and machinery. We provide a full range of services, from preparation of decommissioning plans to oversight of demolition, to preparation of closure reports, all in accordance with applicable federal, state, and local regulations.

EEC provides a full range of landfill services. We have designed, installed, and operated methane recovery systems for operational and closed landfill facilities, and have prepared a Closure-Post Closure plan for the only combined hazardous waste and low-level hazardous waste landfill in Arizona.

EEC also provides aerial landfill surveys and annual fill volumes as well as estimated life expectancy calculations and Closure and Post-Closure Financial Assurance assessments.

EEC provides groundwater monitoring and reporting for landfill sites as well as groundwater remediation services.

EEC provides operations, maintenance and monitoring services for landfill gas systems, to include surface emissions and perimeter probe well monitoring as well as on-site structure monitoring.

EEC provides two levels of Environmental Site Assessments (ESAs) for property transfer: The full Phase I ESA and the Transaction Screen Process Assessment, when a full Phase I ESA is not warranted. If environmental concerns are found, we can provide the Phase II expertise to document the absence or presence of contaminants. We have conducted more than 2,000 Phase I and Phase II ESAs for properties ranging from large industrial and commercial sites to small office buildings and vacant land scheduled for development. EEC’s staff is keenly aware of issues and problems that may have an adverse environmental effect on a property or business. Our staff has the evaluation (Phase II) experience to define the extent of concerns, and the remediation experience needed to mitigate defined environmental contamination.

Following full characterization of a contaminated site, EEC’s staff evaluates applicable remedial solutions. Once a suitable, cost-effective solution is determined, EEC’s staff designs, constructs, permits, operates and maintains the remedial unit. EEC installs and operates soil vapor extraction equipment, dual phase extraction apparatus, free product recovery facilities, bioremediation systems, and other equipment for groundwater and soil remediation.

EEC has extensive experience with Arizona’s stormwater permitting requirements under the Multi-Sector General Permit (MSGP), Construction General Permit (CGP), De Minimis General Permit (DMGP), and Phase I and II Municipal Separate Storm Sewer System (MS4) permits. We have assisted clients under the MSGP, CGP and DMGP with SWPPP development and updates, routine quarterly inspections, wet inspections, illicit discharge detection and elimination, outfall visual assessments and training. As part of Phase I and II MS4 permits we have provided development of Stormwater Management Plans, municipal facility and construction inspections, audit support, training, installation and operation of automated samplers, passive sampler install/maintenance, sample collection, data analyses and annual report assistance.

EEC has conducted several hundred investigations of soil and water for potential contamination resulting from releases of regulated chemicals or fuel. Soil investigations have included sampling to 250 feet below the land surface (bls). Groundwater investigations have ranged from 10 to 600 feet bls. EEC has completed soil investigations and groundwater investigations for explosives, petroleum hydrocarbons, chlorinated solvents, pesticides, PCBs and heavy metals. EEC’s experience and fate and transport knowledge allows us to complete soil and groundwater investigations with targeted sampling, thus providing cost savings to our clients. 

Service Areas Include:

EEC is sensitive to the difficulties facing underground storage tank (UST) owners. We can supply owners with an assessment that addresses both the physical integrity and the regulatory status of the facility. We define the appropriate clean-up measures and potential costs, and provide the engineering services required to remove and replace the leaking components; clean up contaminated soil or water; and restore the site to meet ADEQ standards.

EEC staff are also experts at identifying the locations of historic USTs and ancillary fuel dispensing equipment at former gasoline stations. EEC uses records research, aerial photograph review and geophysical methods, including electromagnet surveys and ground penetrating radar, to identify tanks and equipment that have been left in place and long forgotten or to identify the former location of tanks and equipment that have not been properly assessed. EEC has the expertise to register, assess and close historic facilities in accordance with current ADEQ regulations.

EEC staff has gained in-depth experience over the years as an on-call consultant under the Aquifer Protection Permit (APP) Accelerated Permit Program for the Arizona Department of Environmental Quality. APPs are required if you own or operate a facility that discharges a pollutant either directly to an aquifer, to the land surface, or the vadose zone in such a manner that there is a reasonable probability that the pollutant will reach an aquifer.
