Panel Discussion: Innovative Transportation Financing

On June 10th, EEC’s Craig Allison, PE, RLS, moderated a panel discussion on Innovative Transportation Financing, presented by ASCE and ACEC.

Communities across Arizona are working together to address transportation funding needs.  However, many other public works and utility areas are in need of new investment, and the regional municipalities have limited financial resources to respond to the range of needs and opportunities.  Additionally, existing state legislation limits some innovative financing tools, such as tax increment financing, that are allowed in other states.

The panel consisted of Ray Dovalina, PE, Street Transportation Director for the City of Phoenix; Daryl Cole, PE, Director of Transportation for the City of Tucson; Michael Hammond, SIOR, CRE, President/CEO of PICOR and Arizona State Transportation Board Member, and Eduardo Calvo, Sr. Project Manager with HNTB.

The discussion was formed to address financing issues and cover national best practices such as:  Pass-Through Financing, Transportation Reinvestment Zones, Regional Mobility Authorities, Toll Equity, Gas-Tax Indexing, and Alternative Project Delivery Methods that are being utilized to fund infrastructure in growing regions throughout the country.  The discussion also covered how legislation in other states was enacted to create these financing tools, and offer multiple examples of how they led to successful outcomes.
