Stormwater Permitting, Reporting and Compliance

EEC has extensive experience with storm water permitting and planning under the requirements of the Multi-Sector General Permit (MSGP), Phase I and II Municipal Separate Storm Sewer System (MS4) permits, and construction permits.

Project Experience:

Phase I and II Storm Water Permitting and Reporting, Various Facilities, Arizona

EEC has assisted ADOT with its Municipal Separate Storm Sewer System (MS4) permit since approximately 1999. This assistance has included development of ADOT's Phase I MS4 permit reauthorization application for submittal to the Environmental Protection Agency (EPA), development of a Phase II MS4 permit application for submittal to the Arizona Department of Environmental Quality (ADEQ), preparation of annual reports for submittal to EPA and ADEQ, updating ADOT's SWMP, and GIS mapping of Phase I and II MS4 conveyance system and outfalls.

Storm Water Pollution Prevention Plans and Sampling, Various Facilities, Arizona

EEC has assisted ADOT with development and annual updating of SWPPPs for 10 ADOT maintenance facilities, bi-annual sampling of storm water and non-storm water discharge, dry weather screening and illicit discharge detection, comprehensive site compliance evaluations for maintenance yards, assistance with a Best Management Practices (BMP) Manual and Storm Water Sampling Manual, review of contract language for construction storm water compliance issues, and spill assistance and compliance. In addition, EEC has completed numerous Notice of Intent (NOI) and No Exposure Certification for ADOT facilities.

Storm Water Public Outreach and Training, Various ADOT Facilities, Arizona

EEC has assisted with ADOT's public outreach issues, functioning as a liaison and technical resource for communications with the Pima Association of Governments, City of Tucson, U of A, City of Flagstaff, and NAU. EEC has also provided technical assistance for ongoing negotiations with ADEQ the Flood Control District of Maricopa County (FCDMC) and Gila River Indian Community for storm water issues. In addition, EEC has developed a storm water and SWPPP training program for ADOT maintenance personnel and routinely conducts training at ADOT maintenance yards throughout the state.

Arizona Pollution Discharge Elimination System Phase II, University of Arizona, Tucson, Arizona

EEC assisted the U of A with development of their AZPDES permit application to comply with the Phase II general permit requirements. Activities included completion of the NOI, development of a SWMP addressing the six requirements outlined in AZPDES Phase II rule and general permit, preparation of a campus storm water drainage map, assessment of current BMPs and recommendations for additional BMPs. As part of this project EEC prepared language addressing storm water management requirements for inclusion in the U of A's standard construction contract to ensure subcontractor compliance.

Industrial NPDES/Storm Water Pollution Prevention Plans, Tempe, Arizona

EEC developed a SWPPP for American Industries Diversified to comply with the Multi-Sector General Permit (MSGP) requirements. As part of the SWPPP development, EEC completed the NOI, assembled a pollution prevention team, and reviewed current safety documents for incorporation into the SWPPP. The SWPPP included a site map, an inventory of exposed material, a list of significant spills, an assessment of potential non-storm water discharges, an evaluation of current monitoring data, and a summary of pollutant sources and risks. Interviewing site staff, EEC documented a baseline of BMPs already in place and developed and helped implement new BMPs, including forms, requirements, and a review of procedures. Finally, EEC provided an overview of the new SWPPP and BMPs to designated staff.

Salt River Project Storm Water Assistance, Phoenix, Avondale, and Chandler, Arizona

EEC was tasked by SRP to provide storm water compliance support for the construction of five proposed substations. Two of the proposed construction sites had potential to impact local waterways and required SWPPPs. EEC developed SWPPPs for these sites in accordance with AZPDES general permit requirements for construction activity and submitted NOIs to ADEQ. For the remaining three sites, EEC verified no potential to impact waterways by reviewing aerial photos, conducting a site visit, and calculating rainfall erosivity factors. With no potential impact to waterways, these sites could be granted construction waivers. EEC prepared construction waivers allowing SRP to complete the construction projects without construction SWPPPs.
