Phase I and II Environmental Site Assessments
EEC provides two levels of Environmental Site Assessments (ESAs) for property transfer: The full Phase I ESA and the Transaction Screen Process Assessment, when a full Phase I ESA is not warranted. If environmental concerns are found, we can provide the Phase II expertise to document the absence or presence of contaminants. We have conducted more that 2,000 Phase I and Phase II ESAs for properties ranging from large industrial and commercial sites to small office buildings and vacant land scheduled for development. EEC's staff is keenly aware of issues and problems that may have an adverse environmental effect on a property or business. Because of our expertise, however, EEC uses a realistic approach to resolving minor or borderline issues. Our staff has the evaluation (Phase II) experience to define the extent of concerns, and the remediation experience needed to mitigate defined environmental contamination.

Project Experience:
AAA Fertilizer, Tucson, Arizona
EEC conducted a limited Phase II ESA at the site of a fertilizer manufacturing and sand and gravel operation near Tucson International Airport. The work involved sampling soil at the locations of the fertilizer mix/manufacturing area, above-ground fuel storage tanks, and soil stains from the heavy equipment yard. Groundwater was also sampled and analyzed for the primary and secondary potable drinking water standards from the on-site well. Based on the preliminary results from the initial Phase II, work was expanded to include additional soil sampling to define extent and magnitude of impacted soil.
Rio Nuevo Phase I Site Assessment, Tucson, Arizona
EEC prepared a Phase I ESA of 24 parcels that included previous businesses along West Congress Street dating to pre-1900, plus a brickyard and landfills. EEC was then hired a year later to complete a second Phase I ESA of the Mission area, which included all of the land between the Santa Cruz River, Mission Road, and Starr Pass Boulevard, south of the Rio Nuevo Project.
Raytheon Systems Company, Tucson, Arizona
EEC completed various projects, including Phase I ESA evaluations and Phase II environmental oversight for decommissioning Buildings 810 and 814; the oversight of disposal of regulated hazardous, special, and solid wastes; and sampling, analysis, and reporting to confirm clean-up goals. EEC also performed soil gas surveys for CERCLA/IRP investigations; and UST removals, soil assessments, and remediation of contaminated soil.
Open-Ended Contract, Business Development Finance Corporation and U.S. Small Business Administration, Southeastern Arizona
EEC completes approximately 40 Transaction Screen Assessments in southeastern Arizona for the U.S. Small Business Administration under an exclusive contract with the Business Development Finance Corporation. Where knowledge of a site indicates that additional work is needed, EEC completes full Phase I ESAs for the same entities.
